Egypt has achieved a new milestone in civil aviation by securing a Category 2 seat in the International Civil Aviation Organization (ICAO) Council.
The election took place today during the 42nd session of the ICAO General Assembly at its headquarters in Montreal, Canada, adding to Egypt’s growing record of international accomplishments in the field, the Ministry of Civil Aviation said in a statement on Saturday.
According to an ICAO statement released on Saturday, the elected states will form the 36-member Council for a three-year term. Category 2 (Part II) includes states that, while not elected under Category 1, “make the largest contribution to the provision of facilities for international civil air navigation.” The countries elected under Category 2 are: Argentina, Colombia, Denmark, Egypt, India, Mexico, Nigeria, Saudi Arabia, Singapore, South Africa, Spain, and Switzerland.
The Egyptian Ministry of Aviation added in its statement that Egypt has achieved its highest-ever ranking in one of the most significant international aviation elections, reflecting both its leadership in the sector and the international community's confidence in its influential role in shaping the future of air transport.
Dr. Sameh El-Hefny, the minister of civil aviation, expressed his pride in this significant achievement, emphasizing that Egypt’s election to the ICAO Council is a testament to the international community’s recognition of its pioneering role in advancing the global air transport industry.
In the statement, El-Hefny noted that this success would not have been possible without the unwavering support of Egypt’s political leadership, which has prioritized the modernization of the civil aviation sector as a key pillar of Egypt’s Vision 2030. He affirmed that Egypt has become an essential partner in shaping the future of the global civil aviation policy.
The minister also stressed that Egypt remains committed to launching strategic initiatives aimed at promoting the sustainability of air transport. These efforts, he added, will support all regional blocs and developing countries, while contributing to the growth of international trade, the expansion of air transport networks, and the revitalization of global tourism.
In August 2025, Egypt reaffirmed its commitment to the International Civil Aviation Organization’s (ICAO) strategic plan through a series of actions and statements underscoring its dedication to enhancing aviation safety, security, and sustainability. These efforts also emphasized support for regional cooperation and the economic development of the air transport sector, aligning with Egypt’s Vision 2030 and reinforcing its position as a leading hub in global aviation.
