“The education ministry is currently drafting legislation that would, if passed, require teachers to obtain licensing to be able to practice teaching," said Education Minister Reda Hegazi, adding that "those who will practice teaching without a prior license will be criminalized and penalized."
"The legislation will impose hefty fines – but not jail terms – on those who practice teaching without a prior license," said Hegazi, adding that "the bill will be referred to the House and the Senate to be discussed and voted on in the very near future."
Hegazi's remark came during a debate by Egypt's Senate over education reform and the necessity of recovering the role of public schools in the teaching process. "The new legislation aims to impose discipline in public schools and stem the phenomenon of private tutoring," said Hegazi.
Hegazi also revealed that "French will be a second language in public preparatory schools very soon." "We have concluded a protocol with the French Institute in Cairo to give training to teachers who will teach French in preparatory schools," said Hegazi.
