Applications opened yesterday, September 20, for 25,000 housing units in various governorates and new cities, through the New Urban Communities Authority under the “rent-to-own” system, and through the Social Housing and Mortgage Finance Fund as part of the presidential “Sakan Likol El Masryeen 9” initiative. The units offered under the “rental” system are intended for low-income citizens, with applications open until Wednesday, October 28.
The housing offering comes in implementation of presidential directives to expand the provision of housing units to citizens under rental schemes, with the aim of making it easier for young people to obtain housing units.
The New Urban Communities Authority’s offering includes 10,000 housing units: approximately 5,000 completed units ready for delivery, in addition to another 5,000 units scheduled to be constructed over a period of three years, under the “rent-to-own” system. The units are available in various sizes and are distributed across approximately 26 new cities throughout the country.
Applications are to be submitted through the “Maskan” (Housing) portal, in accordance with the terms and conditions set out in the relevant application booklet. Applicants are also required to create an account on the “Egypt Digital” platform in order to apply.
The offering also includes 15,000 housing units through the Social Housing and Mortgage Finance Fund as part of the presidential “Sakan Likol El Masryeen 9” initiative. Applications for the housing units are open to persons with disabilities starting Sunday, September 20, 2026, and will remain open until Sunday, September 27, 2026. Applications for all other citizens, including persons with disabilities, will open on Monday, September 28, 2026, and continue until Wednesday, October 28, 2026.
It is worth noting that applicants may not apply simultaneously for the units offered under the “rental” system through the Social Housing and Mortgage Finance Fund and those offered under the “rent-to-own” system through the New Urban Communities Authority.
