Cairo Governor Dr. Ibrahim Saber honored a number of outstanding officials and employees of the governorate in recognition of their efforts and contributions, celebrating distinguished achievements in the areas of work, training, and institutional excellence.
The Cairo Governor emphasized that investing in human resources is one of the key pillars of developing administrative work. He highlighted the importance of providing training programs that enhance employees’ skills and equip them with the knowledge and experience needed to improve performance and the quality of services provided to citizens.
The remarks came during a meeting of the Cairo Governorate Executive Council, attended by the deputy governors for the four regions, directors of service directorates, district chiefs, a number of governorate officials, and representatives of civil society and NGOs.
As part of efforts to support institutional excellence, the governor honored departments, districts, and employees who achieved top positions in the Government Excellence Awards, in recognition of their outstanding performance and successful efforts to improve operations and services.
The honors included the General Department of Statistics, Reports and Electronic Publishing, which ranked fourth in the Outstanding Government Services Websites Award; employees of the Technological Center at the Shubra Districts Complex, who ranked second in the Excellence in Government Services Award; and employees of the Technological Center in Heliopolis District, who ranked third in the same competition.
The honors also included a number of officials who had reached the legal retirement age, in recognition of their efforts, contributions, and years of experience. They included Engineer Sahar Shaaban, Head of Nozha District, and Wagih Ezz El-Din, Secretary of Khalifa District. The Cairo Governor expressed his appreciation for their efforts and expertise throughout their careers.
The governor also honored employees who completed several specialized training programs, including the “Digital Strategic Leadership” program at the Military Academy for Postgraduate and Strategic Studies at the Ministry of Defense. The program is designed to prepare participants for leadership position examinations and was conducted in cooperation with the Cairo Center for Human Resources Development under a cooperation protocol with the National Council for Training and Education.
The honors also included employees of service directorates who completed the “Awareness of Sustainable Development, Governance and Egypt Vision 2030” training program at the National Institute for Governance and Sustainable Development. A number of university students who are children of employees and completed practical summer training at Cairo Governorate were also honored.
Employees of Nozha District were honored for ranking fourth in the Outstanding Government Institution Award, while employees of the Citizen Services Technological Center at the Cairo Governorate headquarters were honored for ranking eighth in the Excellence in Government Services Award. Employees of Heliopolis District were also honored for ranking eighth in the Outstanding Institution Award.
The governor also honored employees of the Cairo Center for Human Resources Development following the center’s accreditation by the Supreme Council of Universities as an approved center for administering digital transformation tests for governorate employees, as one of the requirements for postgraduate studies, and issuing certificates accredited by the Supreme Council of Universities.
Dr. Ibrahim Saber also honored several employees of the Central Human Resources Administration after the Central Agency for Organization and Administration recognized the administration and ranked it among the top ten human resources departments across Egypt’s administrative government units.
The Cairo Governor stressed that honoring outstanding employees serves as an incentive for all governorate staff to continue improving performance, benefit from training programs, and present ideas and practices that contribute to improving the work environment and the quality of services provided to citizens.
He expressed his appreciation to all those honored, emphasizing that their achievements reflect the efforts of the governorate’s employees and their commitment to developing their capabilities and achieving excellence in various fields, wishing them continued success and contribution.
Dr. Ibrahim Saber also honored the team of the General Department of Strategic Planning and Policies in recognition of their role in Cairo Governorate receiving the Performance Excellence Incentives in Local Public Investment Management Award in its fourth edition, launched by the Ministry of Planning and Economic Development.
The recognition took place during a meeting of the Cairo Governorate Executive Council, attended by the deputy governors for the four regions, directors of service directorates, district chiefs, a number of governorate officials, and representatives of NGOs and civil society.
The governor emphasized that winning the award reflects the team’s excellence and efficiency and recognizes its efforts in meeting the initiative’s requirements and coordinating with the Ministry of Planning and Economic Development team according to established criteria and conditions. It also demonstrates the governorate’s commitment to modern planning methods and improving the management of public investments. He praised employees’ efforts in preparing and monitoring the governorate’s plans and projects, which contributed to bringing more than EGP 70 million into the governorate.
Dr. Ibrahim Saber noted that the governorate is committed to recognizing outstanding employees and encouraging them to continue working efficiently, thereby improving institutional performance, maximizing the benefits of public investments, and achieving better outcomes for citizens.
The “Performance Excellence Incentives in Local Public Investment Management” initiative is one of the initiatives launched by the Ministry of Planning and Economic Development to encourage governorates to improve the management of public investments and achieve sustainable development goals. Its key objectives include localizing the Sustainable Development Goals, linking governorates’ investment plans to national priorities, improving the quality of planning, monitoring and project implementation within the state budget, and fostering competition among governorates by providing financial and additional incentives to those achieving superior performance indicators.
