Cairo Governor Dr. Ibrahim Saber confirmed that no new licenses will be issued for kiosks in Cairo, stressing that the new system is limited to regulating existing licensed kiosks. New kiosks will be prohibited entirely in order to preserve the city’s aesthetic appearance.
The governor made the remarks while inspecting the new unified kiosk model in Bab El-Louk, Abdeen District, which will be rolled out across other districts as part of the new system for regulating kiosks in the capital.
The new system aims to standardize the appearance of licensed kiosks through a modern design suited to Cairo’s heritage and streets. Licensed kiosk owners will be given three months to regularize their status and adopt the unified model.
The new system will be managed electronically through a QR code displayed on each kiosk. Scanning the code with a mobile phone will provide information including the license holder’s name, the street and district, the license start and expiration dates, outstanding dues, and other relevant data. A designated advertising area will also be provided, while the kiosk façade will display the governorate’s logo, the kiosk’s name, license number, and QR code.
The unified kiosk will measure either 2 × 3 meters or 3 × 3 meters and will include a fire extinguisher and electricity meter. Its design will provide designated spaces for beverage and confectionery refrigerators and shelves for displaying food and other products, while preventing encroachment on surrounding areas. The possibility of introducing a unified uniform for kiosk vendors will also be studied.
Licensed kiosk owners may either construct the unified model themselves or use workshops affiliated with the Cairo General Authority for Cleaning and Beautification. The cost may be paid in installments over two years to facilitate compliance.
If the kiosk is constructed through the authority’s production workshops, 25% of the cost must be paid upfront, with the remainder paid monthly over two years without interest. If the license holder constructs the approved model independently, they will receive a 20% reduction in the usufruct fee for one year, subject to inspection and approval of the kiosk’s design and construction.
The governor explained that kiosk locations will be determined by the relevant district according to applicable regulations, without obstructing traffic and while taking sidewalk width into consideration.
He stressed that the license of any kiosk failing to comply with the new unified design will not be renewed. Exceeding the approved kiosk area or occupying surrounding spaces is prohibited, and violations may result in license cancellation under the applicable regulations. Renewal applications will not be accepted until the license holder has implemented the approved kiosk model.
Dr. Saber said the new system is part of the governorate’s efforts to maintain order in streets and squares, eliminate undesirable appearances and encroachments associated with illegal kiosks, and protect the rights of licensed kiosk owners while regulating their activities within a legal and orderly framework.
He added that kiosks are considered state property and are managed through regulated occupancy fees and licensing procedures, stressing that compliance with the approved size and design is essential for maintaining the license.
