Labour Minister witnesses cooperation protocol signing with ‘Shaghalni’ on digitization, employment

Labor Minister Hassan Raddad witnessed the signing of a cooperation protocol between the Ministry of Labor and the Shaghalni Employment Company to expand job opportunities, enhance training quality, and provide decent work for youth across the governorates.

This signing marks the culmination of an extensive preparatory meeting previously held by the minister at his office in the New Administrative Capital.

The meeting included a high-level delegation from the company’s Board of Directors and shareholders and was attended by businessman Naguib Sawiris, executive chairman of Orascom Investment Holding and vice chairman of the Board of Trustees of the Sawiris Foundation for Social Development.

The protocol was signed at the Ministry’s headquarters in the Government District of the New Administrative Capital by Yasmin Mamdouh Hassan Mohammad, Head of the Central Administration for Vocational Training, representing the Ministry of Labor, and Omar Mohammad Amr Abdel Ghafar Khalifa, Chairman of the Board of Directors of Shaghalni Company, in the presence of several executive leaders from both sides.

Labor Minister Hassan Raddad affirmed the ministry's commitment to leveraging the expertise of the private sector in training, employment, and job creation. This will also contribute to enhancing the qualifications of Egyptian cadres in accordance with the demands of the domestic and international labor markets while strengthening partnerships with companies and specialized employment platforms.

The protocol, which extends for a full year and is renewable, includes an urgent executive plan based on several key pillars. Under this agreement, Shaghalni Employment Company commits to providing and installing digital screens and platform access points inside the ministry’s employment offices nationwide to display job opportunities via QR codes for direct application.

The protocol stipulates the regular publication of job opportunities—at least every two weeks—on the official platforms of the Ministry of Labor to enhance young people’s access to available employment.

The cooperation protocol also includes the launch of the “Forsa Gadidah” initiative, which aims to support and connect the experiences of job seekers over the age of forty, facilitating their integration into the labor market. Additionally, the company will offer discounts of up to 40% on recruitment packages for companies joining through the ministry’s system, while committing to securing decent job opportunities for graduates of vocational training centers and ministerial scholarships.

The joint action plan includes establishing mechanisms to link the training process with the actual needs of the labor market in strategic sectors, foremost among them the automotive industry and related industrial fields. It also involves qualifying and training Egyptian cadres to work in foreign markets according to required standards, as well as activating the “Shaghalni” network within traffic units to facilitate drivers’ and job seekers’ access to employment opportunities.

The protocol places the protection of citizens at the top of its priorities, stipulating that “Shaghalni” Company is strictly prohibited from collecting any financial payments whatsoever from job seekers or trainees in return for providing jobs or attending specialized courses.

At the conclusion of the events, Minister Raddad directed the immediate formation of a joint committee between the Ministry and the company to establish urgent executive mechanisms for activating the protocol’s pillars. It will also monitor their implementation through quarterly reports, ensuring concrete outcomes in the areas of training and employment.
