Education Ministry sets guidelines for hiring assistant teachers under second-phase appeals

The Ministry of Education and Technical Education has issued a circular to all education directorates in response to inquiries regarding the calculation of the effective date of contracts for assistant teachers who submitted second-phase appeals.

The Ministry of Education explained in the circular that, after reviewing the matter with the Minister’s legal adviser, the implementation of Ministerial Decision No. 223 dated September 3, 2025, stipulates in its first article that September 4, 2024, is considered only a notional date. They may not be permanently appointed to the position of teacher until at least one year has passed from the date they officially started work.

The Ministry clarified that the notional contract date for assistant teachers in the second-phase appeals category, who were contracted under Ministerial Decision No. 223 issued on September 3, 2025, shall be calculated as September 3, 2025, without considering any other factors. It instructed the relevant officials to cooperate in implementing the following:

- Ensure that the assistant teacher employment contract document (second-phase appeals) does not include any notional date other than the date specified above, which is September 3, 2025. Any other notional date already written in the contract must be corrected to the specified date.

- Correct the contract effective date stated in Article Nine of the assistant teacher employment contract (second-phase appeals) so that it begins on September 3, 2025. 

- Notify the statistics departments at the directorates to correct the electronic records of assistant teachers’ files (second-phase appeals), so that the appointment date is September 3, 2025, the actual work start date is based on the actual date each assistant teacher began work, and the notional date is September 3, 2025.
