The Ministry of Supply and Internal Trade has confirmed that it will continue receiving appeals from holders of suspended ration cards who can provide evidence proving their eligibility for government support. Appeals can be submitted during official of the appeals review, including the number of ration cards that have been re all required documents have been submitted and the review procedures have been completed. He explained that if a person is found eligible, working hours through 1,085 ration offices across the country, in addition to 412 modernized service centers.
The ministry stated that it reviews all appeals submitted through these offices and service centers within two weeks from the date of application.
The Ministry of Supply is expected to announce, at the end of July, the results of the appeals review, including the number of ration cards that have been reactivated and reinstated in the database of eligible beneficiaries, as well as the number of cards that remain excluded.
Ahmed Kamal, Assistant Minister of Supply and the ministry's official spokesperson, previously stated that reviewing appeals generally takes about two weeks, although the timeframe may vary depending on whether all required documents have been submitted and the review procedures have been completed. He explained that if a person is found eligible, their ration card will be reactivated starting from the following month.
He also clarified that suspension of ration cards due to children attending private schools is not based solely on that factor. Rather, it is one of several social justice criteria used to assess a family's income and spending levels. However, families whose children attend international schools with annual tuition exceeding EGP 100,000 may have their ration cards suspended.
Regarding income, Kamal explained that a monthly household income exceeding EGP 50,000 is one of the indicators considered in determining eligibility, but it is not the sole criterion.
According to the announced social justice criteria, individuals or families may be excluded from subsidy eligibility if they:
1-Live in luxury compounds or upscale residential communities.
2-Have children enrolled in international schools with annual tuition exceeding EGP 100,000.
3-Own vehicles with engine capacities above 2,000 cc, own more than one vehicle, or import cars from abroad.
4-Have an average monthly household income exceeding EGP 50,000.
5-Own companies with capital exceeding EGP 1.75 million or operate businesses indicating high income, based on official records.
6-Have been officially cited for electricity theft.
7-Own more than 10 feddans (about 10.4 acres) of agricultural land.
8-Pay taxes amounting to EGP 100,000 or more.
9-Have not redeemed subsidized bread or rationed food items for six consecutive months.
10-Have illegally built on or encroached upon agricultural land.
11-Leave their ration card with a ration shop or bakery and have this violation repeatedly detected during inspections.
Kamal explained that if a ration card is suspended based on the social justice criteria, citizens who believe they are still eligible may file an appeal by:
1-Logging into the Egypt Digital Platform and completing the data update form.
2- Completing the same form at participating post offices that provide this service, or through the Egypt Digital Platform.
3- Visiting the local ration office responsible for their area of residence.
4- Submitting an appeal along with documents proving eligibility.
5- Calling the customer service center at 19959 and providing the reason for the appeal.
6- The local Supply Directorate will review the application, and if eligibility is confirmed, the ration card will be reactivated starting from the following month.
He added that if the suspension was due to a violation—such as electricity theft or leaving the ration card with a ration shop or bakery—the individual may first be required to resolve the violation before the card can be reactivated.
Finally, Kamal noted that the latest review of the beneficiary database covered approximately 850,000 beneficiaries. He added that around 66 million citizens currently benefit from the subsidized bread system, while approximately 61 million citizens benefit from the subsidized food commodities program.
