In light of activating the memorandum of understanding with Germany regarding Egyptian-German technical schools, Mohamed Abdel Latif, Minister of Education and Technical Education, and Laila Hosny, Executive Director of the Sawiris Foundation for Social Development, signed a cooperation protocol in the German capital, Berlin, to establish and operate 10 Egyptian-German Applied Technology Schools in the fields of hospitality and construction. The initiative aims to help prepare generations of qualified technicians according to the latest educational systems and international standards, while meeting the needs of local, regional, and international labor markets.
The signing of this protocol reflects the continued efforts of the Ministry of Education to develop the technical education system through the implementation of a competency-based education system, curriculum modernization, and the involvement of development partners and the private sector in designing educational and training programs. This is intended to ensure the graduation of professionals who possess the technical knowledge, practical skills, and behavioral competencies required for future careers.
The protocol represents an advanced model of institutional cooperation between the Ministry and the Sawiris Foundation for Social Development, based on a shared vision to support technical and technological education, improve the quality of the educational process, and provide an integrated learning and training environment closely linked to the needs of productive and industrial sectors. It also contributes to preparing graduates capable of competing in various labor markets, while supporting state efforts to increase employment rates and improve the quality of human capital.
The protocol aims to establish and operate Sawiris Egyptian-German Applied Technology Schools according to a modern educational model that combines academic study with practical training. The model is based on applying quality assurance and accreditation systems, benefiting from international best practices in developing curricula, and preparing students according to the needs of priority economic sectors. This strengthens the role of applied technology schools as one of the leading models for developing technical education in Egypt.
The protocol defines the nature of study within the schools, the specializations to be taught, and mechanisms for their future development in line with labor market requirements. It also allows for the introduction, modification, or cancellation of specializations by mutual agreement between the two parties to ensure adaptation to rapid industrial and technological developments.
The agreement also specifies the duration of study and the certification system. After completing academic requirements and practical training, students will receive a Diploma from Applied Technology Schools accredited by the Ministry of Education, in addition to professional certificates or experience certificates issued according to approved regulations. This will enhance graduates’ opportunities to enter the labor market and continue their educational and professional pathways.
To ensure the quality of education, the protocol stipulates that both parties will work toward accrediting the schools and educational programs through the relevant authorities. The Ministry of Education and Technical Education will be responsible for establishing student evaluation standards, supervising the examination system, approving academic results, and issuing official certificates, ensuring the maintenance of quality and excellence within the schools.
