Prime Minister Mostafa Madbouly has issued Decree No. 938 of 2026, restructuring Egypt’s representation across a number of international and regional financial institutions, according to a decision published in the Official Gazette on March 31. Under the decree, Central Bank Governor Hassan Abdalla will serve as Egypt’s governor at the International Monetary Fund, with the Minister of Finance, Ahmed Kouchouk, appointed as alternate. Abdalla will also represent Egypt at the African Development Bank, while Minister of Foreign Affairs Badr Abdel Atty will act as alternate governor.
The decree further assigns the Central Bank governor as Egypt’s representative at the Arab Monetary Fund, with the Finance Minister again serving as alternate. Meanwhile, Abdel Atty will serve as Egypt’s governor at the World Bank, with the Minister of Planning and Economic Development appointed as alternate.
He will also represent Egypt at the Arab Bank for Economic Development in Africa and the Arab Fund for Economic and Social Development, where the Minister of Finance will act as alternate governor in both institutions. The move comes as part of broader efforts to streamline Egypt’s engagement with international financial institutions and enhance coordination across key economic portfolios.
