Cairo's infrastructure and position as the capital of Egypt make it an attractive destination for investment. Therefore, Cairo governorate's investment plan aims to achieve urban development in the city as follows:

• Establish new zones for full- service housing investment to create affordable housing, which is currently needed by large segments of citizens.
• Attract investments in the urban development of the informal areas in Cairo, like Hikr Abu Doma, Maspero, and Ramelet Boulaq.
• Establish investment zones for the handicraft industry away from the densely populated areas.
• Planning and establishing investment zones for various commercial activities like car showrooms, wholesale trade, timber, grain, and building materials to evacuate the residential areas from such activities.  
• Establish new zones for environmentally polluting activities outside the urban areas like tanneries, foundries, crushers, mixers, and waste sorting and recycling plants and investing the evacuated areas
• Develop informal industrial areas by redesigning, providing utilities, and increasing investments in them.
